Default pulling codes from old "1.5"

I've got a 95 olds 88 w/3.8. I've got the 16 pin obd2 port under dash, but technically it'* an obd1 system (hence obd 1.5). my scanner is not communicating, and I'm told that particular application the jumper wire doesn't trigger cel flash codes. so I went from a cel, now a no start. just want to pull the codes on this basic gm model, any suggestions would be greatly appreciated please and thank you!

Do you have a way to add coverage to your scanner. That is required.

This has been discussed here a hundred times. Even in the tool section.

Actron CP9150 is currently the ONLY consumer grade diag tool that can read the GM 1.5 systems.
