Figured it out. It was the shift cable being loose. Didn't look at it before because it wasn't my car (girlfriend'* roommate) and he wanted to try getting a dealer key for it. Well, the Police showed up last night and said it had to be moved right then or it'd be towed (due to snow removal)
I told him to let me try a couple things and sure enough, popped the center console cover off, pushed on the cable then turned the car over. I did lose the cup holder though, but we were able to move the car.
Thanks for those who mentioned it.

Bumping this old thread for the same issue. 99 Intrigue, key will not turn from OFF position at all, but can be removed. I am a little confused as to what adjustment has to be made at the shifter cable. I removed the console cover and can see the shifter cable along with the "cord" that goes to the keyswitch but I don't see what may need to be adjusted or how to adjust it. If it is the lock cylinder itself, what is the easiest way to replace it seeing that I cannot turn it to be able to depress the button to release the tab the traditional way. Any and all ideas and instruction are appreciated and welcomed. Thanks in advance for all help.

BUMP for some help please. Also, I am not sure if the car chimes when the key is in the ignition and the door open or not (it is not my car). If it not making the chime sound, what does this indicate?

Wondering if you ever came across the answer to your question? I'm having the same issue.

Rather than bump a 7 year old thread, we would like to request for better responses & replies, that you create a new post in the Olds section regarding your ignition problem.
