OK...... I repositioned the wiring coming from the crank sensor to the ICM and using a volt meter I found the oddest thing.... I have a constant 5 volt at each wire coming from the crank sensor no matter the turning of the balancer..... I'm stuck..... what would cause a constant 5 volt reference and no fluctuation of the reading AND I have a brank new balancer and it looks just fine on the back side.

Do you still have the original balancer? If so, reinstall it and see what happens.

I "May" have just found my problem that has plagued for for weeks now...I'm going to check it out and let ya'll know.... One the left side is the new crankshaft sensor and on the right is the original sensor and you see that the prongs of the 2 are in different places.......

Wow, great find!

What does the plug look like that was able to plug in completely with the pins in the wrong place?

It looks similar but the plugs in very very hard....I went to a parts store last night and "Both" sensor are listed for the 1991 Olds 98 and the guy brought up a picture and the pins of each were in 2 different places.

Wow, gotta love those transition years, when oddball stuff like this was a thing.

For what it'* worth: I just found two American-sized bolts and nuts (from the factory) on my 1997 LeSabre . . . which is supposed to be an all-metric car. Costed me a bit of blood and two extra trips to Napa Auto Parts all told.

Wow, the pins being in different places is a pretty messy one. Glad you got it figured out. Looking on RockAuto'* website, I can't figure out what'* what myself.

UPDATE: I finally got it started! Hadn't started in almost 4 months..... There were a number of issues that we took care of including a new ICM, new coil pack, new Crank Sensor, AND also a new wiring harness (cause the 30 year old one had some wires showing) that connected the ICM, Crank Sensor and Cam Sensor...... after I did all that it still would not start...... then I tested the 10 volt reference wire going to the the ICM...it was only showing 2.5 volts.....we disconnected harness....it was still 2.5 volts..... took ICM off, and tested pin for the 10 volt reference and it showed 10 volts.... we put it back on, it was showing 2.5 volts...... so I started thinking something is draining the voltage on this 10 volt reference line..... I had everything off (I thought) then it dawned on me.... I disconnected the Cam Sensor lead, and it jumped back up to 10 volts, and the engine started....... New Cam sensor and it started just fine.................................. END OF MYSTERY.
