'95 Cutlass convertible won't shut the gas pump off

Default '95 Cutlass convertible won't shut the gas pump off

So I just got home from filling my '95 Cutlass Supreme convertible up with gas for the second time since I've owned it and for the second time it overflowed before the pump shut off. I've never had that happen with any car. The weird part is the gas overflows from somewhere underneath the car, not from the filler neck, and makes a little puddle on the passenger side, where I can't see it until it'* too late. I don't know if it'* related but the little insert with the flap and vents at the top of the filler neck is canted a few degrees counterclockwise from vertical. I'm definitely not going to completely fill the tank until I can get this figured out. I only did it the past two times to try and get an idea of gas mileage, which by the way came in at around 18.4 mpg for driving mostly around town.

Cannister vent valve. Check it.
