The ideal scenario is to owe. Getting money back simply means that the government is getting an interest only loan from you.
I will owe this year. A lot. Did very well with some real estate transactions. Won't know exactly how much until I meet with my CPA.

But, since that'* almost impossible to figure out, I personally like to give 'em a bit too much, let 'em make some interest, and send me the change later....

I'm getting money back from Federal, and 3 states -MN, NE, and WI. 
And then there is the $1800 in per deim reimbursement money to top that all off!!!!
