No Oregon resident with a CCW permit has EVER been charged with a crime for a self defense shooting. EVER. So the person that would defend themselves in the car is already of a higher caliber (no pun intended), and wouldn't be the type to use that to illegal advantage.
The process is easy to get the permit here. You just have to have a clean record.

yea, you don't have to have a permit for shotguns/rifles here. You can carry yours around in the vehicle as long as it is in full view. It makes ya feel safer if someone messes with ya.

It varies by State, but there'* still more to it. There'* the background check, periodic reviews of your record, and required training. Some States have exemptions for ex-military on the training.

Here you just get the background check, fingerprinted, and pay $150 and then you get the permit for 4 years. After that you pay like $50 to renew the permit. They don't require training. I have had practice and can hit what I aim at. I do pretty good with a 30-06 but prefer a handgun overall.

The training is basic compentency with the firearm you intend to carry, but more importantly, it'* the laws and expectations. (here in Oregon, anyway).
