Umm, why would yours be higher because your street is full of old people? 
Your speeds are governed by your cable modem, not the local service...if the modem was unlocked, your cable would probably be 2-3 times that fast.. mine is still set to 5 mb down and 512 kb up, but for some reason, is malfunctioning...

What can I do to get better times?
I think we are supposed to have 385K, what ever that means.
I know that us West Virginians have one of the slowest speed internet in the U.*. I heard it on the radio.

you buy a faster internet package. there is no way to legally increase your internet speed without paying more. intentionally altering your modem to allow higher throughput is highly illegal and the punishment varies by state. Theft of Service is not a good thing.

But my point is if your connection is slow check your wiring a better setup could be a world of difference
