That looks to me to be a cummin'* engine, GM'* are V blocks.
The piece you're talking about looks like HUGE air swirler....
Like the "Tornado" or whatever it is that you wanna call it.

no not that...that is where the hood scoop goes in..below that...with the 2 cables on it.

That looks to me to be propane injection, which he mentioned and said to ignore....Idk
