to distroy big trucks, they put it in the middle of a highway and when an unsuspecting Mack comes barling down the highway, up it pops and BAAM!, no more mack


... Seriusly though i think its for protecting buildings fron terorist attacks in trucks, the pole would stay down normaly as to not clutter surrounding areas, and secutity or some sort of sensor system picked up the truck coming at high speed, up with the pole and gone with the truck
