Yep. At least all the above-ground pools I've been haven't had them.

There is no need for an above ground pool to have a drain system like that. It doesn't tie into any drainage system.

^^^ just as most residential inground pools do not have them either you do not have the need to dump that much water... that is basically the skimmer...

Thats very sad. I was just telling my Mom the other day that something like that could happen and she said, "oh no, its not the strong of a force". Now I'll have to show her this story.
