US vs. European DVDs - Not Compatible?

OK, so I'm back after a quick google search.
Good news is: You can convert the signal.
Bad news is: The converters can be $300 and up. I did find one for $53 plus shipping that looks like it would do the job:

It'* still too much to spend to just view one DVD, though.

Or I could just pay $15 for the US version to be shipped to my door from BestPrices.com.
I think I'll send the PAL version to my wife'* cousin in Scotland. They should enjoy it...maybe. From what I hear, Neil Young is an aquired taste.

IMO, he is a true minstrel in the classical form. A musical storyteller and always a questioner of times, compelling one to question who and where we are. But I am also well aware that people either like or hate his style and voice.
