i think i can tell you why.

they did it to conserve energy. you get up at 7 in the morning, its bright outside. w/o DST, you get up at 7 in the morning, its still dark, you turn on a bunch of lights and stuff.

i know there is at least one county in indiana that does not observe DST...

quote from standardtime.com:

"In fact, farmers generally oppose daylight saving time. In Indiana, where part of the state observes DST and part does not, farmers have opposed a move to DST. Farmers, who must wake with the sun no matter what time their clock says, are greatly inconvenienced by having to change their schedule in order to sell their crops to people who observe daylight saving time."
