not always, the Defiant had a cloaking device and was used to test qauntum torpedos and ablative armor before they were issued to other ships.

Cloaking device was on lone from the romulans , no other federation starship was going to be equipped with it. Ablative armor isn't easy for refitting you would have to tear the entire skin off a starship . And quantum torpedoes were tested on the defiant yes but the Enterpirse-D didn't last that long after that.

The Enterprise-E had Ablative armor and quantum torpedos.

I guess we'll never really know for sure about any of this speculation unless it comes out in a story line that would be considerred cannon



I just hope the next movie stays true to the time line that has already been established through out the Trek legacy

the federation did develop a cloaking device - more than that, it allowed both light AND matter to pass thru it.

yes, but that was in violation of the treaty of Algeron (spelling?) in wich the Federation agreed not to develop or use cloaking technology. Not that this was the only time the treaty was violated, such as the Holo-ship in Insurrection and those Cloaking camoflage suits probally would have been a violation too.

I remember that epsiode quite well it was one of the better STNG ones imo.
