Draino (Sodium Hydroxide IIRC) would do that.
I handled a lot of pH 15 Potassium Hydroxide (KOH) where I worked, that stuff is MAD caustic. I've stripped the paint off of my fair share of workbenches
That stuff will eat steel no problem too... IIRC again I believe 3xx stainless or better won't corrode.

Yeah, I can see it being 10k dollars. The body panels may add up to 4k ish, but don't forget probably every plastic light probably turned foggy, and those suckers aren't inexpensive. Any wiring it may have touched, anything it may have gotten under the hood. So assuming there was some wiring that needed replaced, along with every light, thats probably closing in on $500.00. Then you add labor to it, which I imagine would be HELL just to replace the roof alone.
Think about anything you've had done body work wise within reason. Anything I can think of, the labor was damn near close to the price of the parts, if not exceeding. I've still never broken down and taken any of my cars to a body shop for repairs, but I've only had one minor fender bender that was my fault, and the other car was fine. I replaced the header panel and headlights on my Grand Marquis, and I had a buddy paint everything for cost of paint. I refuse to give in to the evil non-cost efficient body shops when it'* something I can do for a quarter of the cost. But this project... heh... yeah right.
I would say hey my car is totaled, give me a new one.

I went on a few dates with a girl who told me she put put bologna the car of a guy who had dumped her, which made the paint peel off in polka dots. I was scared shitless and got away from her as quietly as possible.

Fender: $361.78
Door Shell: $758.55
Roof Shell: $689.89
Total $3,590. Definitely not $10,000. Unless there'* more damage I'm not seeing. A paint job would at most cost $4,000 I would think. That brings it up to nearly $8,000. The 10,000 doesn't seem too far off now, does it?

I believe 10K plus.
I now a neighbor that used spray foam and filled a guys exhaust system becaus it was too loud. People are snakes when they mess with your car instead of you personally.

Add in roof moulding strips, window moulding, cowling, door weatherstripping, possibly side glass, damage to paint inside the door areas, maybe even as far down as the rockers, possibly rear glass from splash, roof side arches, maybe even A/C inlet ducting, and then little stuff like wipers, arms, filters, etc., etc., etc....
I only hope she got plenty on herself... :P

and i highly doubt the steel has to be replaced, heavy acid is used to pickle steel and other types of surface prep. the metal looks fine. Bare, yes, but fine. it can now be completely reprepped and painted.
as for the rubber seals and such? well....it depends on the type of rubber, but if she had it in a plastic bottle, uhhhhh.
there is no doubt that the car pictured will never be the same...one reason being that there are unseen metal parts that are now bare and will rust MUCH faster than they would have when coated from the factory.
looks like more like ALOT of prep, new paint and a new grille...maybe some assorted trim, and some new wiper blades.
pretty fucked up way to get back at someone. especially in a matter such as a relationship breakup. she best get freaking worked over. and i hope she was stupid enough to get it on herself. that **** BURNS LIKE A SON OF A BITCH.
