Never heard of anything like that. Like Bill says, speed limit restrictions, emission restrictions, laws against rapid starts, and safety restrictions on are the only things I am aware of that restrict what you can drive on the street.

Now, insuring a car with gobs of excess horsepower is another thing...
It'* the old catch 22 thing. You are obligated to inform your insurance company of any major changes to the vehicle. Most people don't. However, I believe you can lose your coverage or be denied a claim if you have an accident and it is discovered you have modified your vehicle to "make it unsafe".
That'* my understanding, and a way to restrict the amount of power you drive over the road...
