lets see if this is right - - - its the cap that goes over the base of the turn signal cruise control...

Yep. Popped mine off (on purpose) when I was plugging my cruise back in. Never put it back on because the other piece connected to it (# 21 on the diagram) popped off and disabled my high beams.
