Default HTML is OFF

In my profile I have the "HTML is always on" box checked YES, but for all my posts it tells me that "HTML is OFF". This always prevents me from quoting other ppls pics, how do I fix this?

I wasnt able to qoute pictures when i highlighted them and pasted them, I was told that this was the reason why.

Yup, I disabled HTML in posts. Too many potential issues with turning it on.
