The DOD is BS. Harley/Cruisers = Black Leathers. Anything less is two wheel R I C E Reflective colors and clothing are a concept that doesn't equate to the reality of statistics. Just like helmets. Why are more states rescinding helmet laws? Because legislators are having statistical data shown that goes against what worried people who don't ride want to think. Most accidents happen because ridesr / other drivers weren't paying attention. Morgues pull as much reflective off corpses as they do leathers.
