You are FACTORY limited to 108 based on the rating of the tires originally intended for the car.
Aftermarket PCM'* can delete the speed limiter, and many of us here have gone well above our factory ratings. FYI, SSEi'* are typically factory limited to 128.

As far as your radar theory, there would be no need on this car (they're timed, not 'shot') and flat paint doesn't prevent a radar return. As far as laser, they never shoot the body of the car. They shoot the plates.

Maybe it'* a powder coating that reacts with NaCl-rich environment in the flats to manipulate or remove the electrostatic energies on the body panels in order to reduce air friction? haha, it'* hard to tell. I've never set foot on a salt flat.
