That was a teaser image for the iPhone 4 prior to the phones launch. It was intended to show the phones size and some elements of it, without revealing a lot.

Ok, so it'* not actually a transparent phone.

I was thinking a template for an actual phone, but ya; looks like a mockup. Or one you can buy at the Dollar Store. I remember back in the day when you could buy a fake cell anteena to stick on your rear window so people thought you had a cell. I bet the same folks thought up fart cans for ricers.
