I read that blue ice is typically formed by compacted snow when all the air bubbles get squeezed out.

it would need to be hundreds degrees below 0.

i've been in 55 below before and you can spit and it will freeze when it hits the ground. it is still not 100% instant though.

it would have turned to a really fine powder, not froze like that. when its below zero out, throw a cup of water into the air. it turns to snow, and doesnt freeze in the shape of a cup.
