This vehicle was purchased for use in the winter and if it'* rusting this bad after a year, what'* gonna happen later? There is absolutely no way the issue or the service is acceptable in any way!

Yea you should see the stuff that comes out of Detroit.
Its flaking off.
Question you live in the rust belt did you buy this new?
If you did why did you not have it undercoated as soon as you bought it?
They build them down here but the frames I see are on rail road cars coming from
some other area. What do you exact what them to do replace the frame? or?

I should have said I guess its possible they replace the frame. I buy trucks at auctions and there was a 2015 GMC truck with a note saying {certified frame replacement}. I looked at it myself truck built in May 2015. The frame had a tag on it built in June 2016. This had no rust a Texas truck why the frame was replaced who knows. O and yes it was a one owner clean car fax.

I purchased the vehicle used, had 27K miles on it. Was a Canadian sold vehicle and I bought it in Minneapolis, MN. I washed it each time it was driven in the winter, had the Holiday wash pass so it did the underside as well. It'* a garaged vehicle too. I want to have the place that did the work sued for damages, the dealership where I brought the vehicle sued for incompetence and GM sued for their incompetence and inability to properly manage their dealerships and for all the pain and suffering this has caused me. I have a '16 CTS that has over a dozen issues, there isn't a competent dealer in our area that can repair it. So now I have to drive 300+ miles round-trip to another dealer that can hopefully do warranty work on my vehicle(*). It'* ridiculous that GM doesn't step in and they just allow their dealerships to operate like hack-job, backyard mechanics. I don't see how they can allow their dealerships to screw up someone'* vehicle and then take no responsibility and be told to go somewhere else. I just am at a loss on this.

I would say your only chance of any satisfaction in your case is to look in to Lemmon Laws in your state over them not being able to fix it after many attempts.
Used cars and trucks are sold as is under federal law.
Or you can plead your case to a cad dealer know for service in Dallas know for service starts with a * I don't know if they have any dealer ships in your area.
If you chose the Lemmon Law the rust issues I would not mention more on other issues you have a problem with. They could say the rust is normal being were the truck came from.
Used cars and trucks are sold as is under federal law.
Or you can plead your case to a cad dealer know for service in Dallas know for service starts with a * I don't know if they have any dealer ships in your area.

Here'* the frame from my '05 GMC 2500HD. Never been touched with anything since they day I bought it new. 12 years later it looks brand-new. This is how the frame should look on my Yukon.

Update on frame issue
Here'* the frame a few months after being done. The band-aid fix is obviously not the solution. I have a court case in a few weeks regarding all of this. For any others out there, don't make the mistake of having the dealer attempt to fix your problem, unless they replace the frame with a new one that'* not gonna rust in a year. I can't imagine if it'* rusting like this during the warm summer, what'* going to happen after the winter season.
You can see the bubbling underneath from where it was simply sprayed over and not properly sanded down and prepped correctly.

Took the wheels off for the 1st time since the frame was sprayed, to put winter set of wheels n tires on. Can really see the beautiful job that was done!
