No current at all. Doesn’t do anything at all? No sounds at all.

That makes it sound like a fuse is blown or there'* a wiring issue. Maybe something small fixes it, but then again maybe a fuse is blown because there'* a bigger problem.

Has anyone checked fuses?

Code is CO460 steering wheel angle sensor.

Not sure if that sensor being bad will disable the rack on your car, but that'* a part that can be replaced.
