it probably doesnt like to shift already stuck, the wheels have to be moving together. you try it again after driving on the road or something?

Im wondering if the front diff solenoid isn't working. It could be the solenoid it'* self or it could be the wiring. The reason the stabile light came on is because it knows in 4wd it should see at least one of the front wheels spinning when the back wheel * are spinning.

have a update, I removed the 4x4 shift actuator in the front diff and tested it and it goes in and out when selecting the low/high range, put it back it and tested and dont hear it actually force it being locked in at the hubs

The actuator could be week or the wiring isn't providing enough current to make it work with resistance on it.
