Pump the pedal several times. If the pedal pressure increases the more times you pump it you have air in the lines. Now, pump the pedal several times until it gets firm, then maintain pressure. If the pedal drifts to the floor while you maintain pressure you need to rebuild or replace the master cylinder.
Try those two tests and let us know what you find.

Keep bleeding the brakes until the pedal gets hard. If it doesn't get hard after you are abolutely positive all the air is out of the system, you propbably need a new master cylinder.
Any signs of a leak?
