Default windows half way down? NO WAY!

i want my rear windows to go all the way down or at least as far down as bonnevillely possible. i havent cracked into the door panels yet to check it out yet. but before i do anybody tried it or know anybody thats tried it on any car? i want some help and tips on this. is it possible to go down more even? it looks like it to me from the way the wheel well comes into the door.

I just pulled my windows out to tint them, There is no was that the windows can go the whole way down. They will hit at the wheel opening. The windows were designed for safety,(it is a family car )

As far as I know the window goes down halfway not because of safety but because it wouldnt fit all the way down. I used to think it was safety but then saw my dads 03 camry windows go down all the way and realized if it was a safety issue the camry would only go halfway as well.
