...thats simply not true in the case of headlights. If that were so, then every single Honda and Acura that comes from the factory with bright BLUE lights would be violating the law.

Anyways, 88Bonne - what we're suggesting is that you modify the 9005 (which is 75% brighter) for the low beams, rather than the highs. But thats pointless for you if you're just going for the look. Like I said, rather than spending the time and money on HIDs, just buy the blue headlights from your local car customization shop and it will give the same look as HIDs, just not the same performance (i.e. visibility).
