In my experience, all the left turn signals on my car were stayin on constantly, the rear, the side maker and the bumper light. The left turn indicator on the dash cluster wouldn't shut off...it remained constantly on.

Lke an idiot I replaced the relay with a 6 light relay not an 8 light...

Muslim, its worth a shot, relays are generally easy to fix

I suspect you may have had the bulb in backwards after your first attempt. The pins are offset to try and prevent your doing that by mistake, but it is still possible to jam it in, at which point the parking-light circuit will light up the turn-signal filament, which as you noticed is "obnoxious" when it'* burning constantly. If you're shorting the parking-light and turn-signal circuits together when doing that (since the bulb won't go in properly all the way), you will also light your dashboard turn arrow whenever the parking lights are on.

If the turn signals work normally on one side but not on the other, the turn-signal flasher is not at fault, because the same flasher unit serves both sides of the car.

I was thinking that it was rotated 180 degrees or the wrong or defective bulb was used.

Just for the record, they're not relays; they're flasher units. One is for turn signals, right or left side; the other is for 4-way flashers, which flashes the same turn-signal bulbs (both sides at once), but via a different circuit through the 4-way flasher button on the steering column.

But as we said elsewhere, all indications are that the replacement bulb went in wrong, that'* all. It has offset pins on the side which ensure that it can only go into the socket one way. If it won't go in far enough to twist and lock in, pull it out, turn it 180º and try again.
