Default tips for recommissioning a car after 3 years

hey guys. long story short, my dad got hurt on the job and has been on sick leave since feb of 09. since then, apart from the occasional under 3 mile drive in town it has sat. doctor has cleared him to work, but the job wont let him take certain pills he needs to wean off of before they let him come back because he is usually on call about 5 nights a week.

my question to you guys is, apart from the obvious (tires gas oil etc) what else should i look for to replace this weekend? in wanted to recomission it for him as a going back to work present while im up there. on the list so far are tires, battery oil and to drain the tank because when i was up there in november it smelled absolutely rancid. (although i did jump it off to take it to the emissions site and it ran, albeit kinda rough)

just looking for tips, maybe some common things that like to dryrot and all. car has less than 75k on it, 99 park ave.

thanks alot guys!
