What I did was I shrunk the Picture down and adjusted the contrast color and brightness and the car is very clear but I sure could use a second pair of eyes to look at it just to be sure.

side turn signal appears to be one placed in the side view mirror. Is this correct?

No, it appears to be on the rear of the front fender, just behind the front wheel but above the body molding, in front of front door

I know volkswagons have the side indicator, that could be a 4 door passat

Taillights are too diffrent and they all have low mount third brake lights (passat)

Sheriff emailed me and said they think it'* a 3 series BMW as well

Personally, I wouldn't even be worried about the car. You have a picture of his face, a nice one with him looking right at the camera. smile.
