Just playing a little devil'* advocate:
My town is the same way. As long as you don't do anything blatently dangerous and illegal, they let a lot of stuff slide. We've got a handful of ppl that lost their licenses due to owi (we have at least one bar on every block!) that drive around town anyway. As long as they don't break any traffic violations, they don't get pulled over.
There is merit in what the other guys say though. When I had my license revoked (for speeding in excess), I drove for a while without it. But one day when my girlfriend was driving instead, a cop pulled us over and said, "Do you know that the owner of this car doesn't have a license?" I looked up from the passenger seat, smiled and said, "Yeah, that'* me!" Kinda busted his mood.

This is how it is *everywhere*, but it doesn't take much to break a traffic law! Obviously you know where I'm coming from, having been revoked for speeding... opensource will eventually be confronted by the man in blue, just like you (and I, way back when) did when we thought we were outside the bounds of "getting caught".

Yep same thing around here, don't speed, don't drive the in middle of the road, you're cool. My car is registrated in both my mom'* and my name, her'* being primary, since I am under 16, and my name is also secondary on the title. The car had some insurance.. but really nothing, just enough to have the car out on the road. I know its bad.. but I won't be doing it during the winter [engine going under knife]. And in May i'll have my learner'*, and during the summer.. I will be working all day, so I won't have time to be doing this, and then before I know it.. I'll have my real license. Don't worry about me guys.. the car is sitting on jack stands because I don't have brakes.. and I am having the damnedest time getting them fixed.. so I don't think I will have the car out on the road before snow fall.
