There'* also an 02 SSEi with 49k on there for $13,849 out of Florida. I'd consider that still very mod-friendly miles, and with the price difference, that pays for your mods right there. 
$3,150 for mods...mmmmm... A Florida SSEi that hasn't seen winter. That one'* black too.
