Default windows paint will give ya more options

or.... jusy open in windows paint and choose resize and you can resize, stretch,and do just about whatever else ya want included adding color text, when all done save as different file than what you opened

That'* the biggest joke I ever heard. When I try and change the size, it just cuts up my picture.

You have to go through "Image > Stretch/Skew" You can't just click and drag like most programs.

if your using ms paint you need to cut out your selection and paste into a new pic. you've deleted parts of the pic, but haven't actually changed the pic size.
