Default Little led in center console??

To start my Bonneville only has a driver power seat so the buttons are on the seat not in the center.
In place of the buttons there is just that cover and in the center of it there is a little led, the wires aren't hooked up it looks like they have ben cut, is this factory? and if it is what was it used for?

Thanks!
