Not necessarily on the sidewalls. Performance sidewalls on 16'* can outperform some 17'* and 18'*, and you have another problem. A 17 or 18 will break traction in a corner before a 16. You have to match your tires to your suspension.

For the most part. If you go too low profile on your tires, you need to soften up the rest of your suspension for ride quality and cornering performance. SOMETHING has to give. You don't want it to be your tires.
Some can be gained back by going to a wider tire, say 235-255. But the everyday ride will be worse than the crappy 16'* on my 95 overinflated. And that kind of abuse is harsh on the rest of the suspension.
