If I remember right, Check Engine is triggered by an ECM fault, and Service Engine Soon is triggered by a maintenance reminder program (and possibly also by a fault).

I noticed on a rental Olds Intrigue I was driving once that during startup, when the warning lights lit up for bulb prove-out, the Check Engine would come on _before_ the engine started, and the Service Engine Soon came on _after_ the engine started.
