Default Cam bolts for Lambda GMT-966 struts

Okay, so no answers (yet, I still have hope) over in: https://www.gmforum.com/saturn-204/c...es-etc-312726/

. . . so I'm breaking part of that very-wordy question out for general consideration. This could be for any Lambda including the Acadia, Outlook, Enclave, and Traverse.

Without major suspension damage etc., are cam bolts a normal and/or acceptable replacement for the splined bolts that secure the bottom of the front struts?

If GM didn't want an adjustment there, is it acceptable that a shop would essentially alter the factory design by adding an adjustment where there wasn't already one?
