Is this being even considered right now? Im just curious because it would be a nice thing to have available.
I think that members wanting to use it should have to be somehow verified by Admin before theyre allowed to do so.
It would just be nice to be able to borrow those tools that you need once in a while.
Like right now, I could go for a ScanTool, because Ive got weird things like random misfires that I cant troubleshoot easily on my own.

I wouldn't want to lay any responsibility for this program on the admins...but how about this:
The admins create a new forum here entitled "tool exchange" (or something like that), perhaps accessible only to registered members. If you need some wacky tool, or have something you can loan out, post up to that forum. Make contact through PM and make your own arrangements for the loan-out (length/terms of lend, deposit amount and method, who pays for shipping, how shipped, etc.).
Indeed, perhaps the "database" of lendable tools could become a postable sticky in that forum.
Another sticky in that forum could of course be the "you take all responsibility, BC does not" boilerplate.
