I've seen one or two other things cause this type of an issue. Check that all 12 LIM bolts are installed. This means pulling the UIM off to check for the two bolts that are located down inside under the UIM in the front driverside corner and the rear passenger corner. If these bolts are missing...same issue and the pcv will not change anything.
