I looked into it, and it doesn't appear that the ads are affecting deletion or edit privileges. The ad is added so late, relatively speaking, that phpBB doesn't really know about it.

Are you still seeing this behavior? Note that the Test forum had a configuration issue that prevented regular users from editing or deleting their posts; this has been resolved.

Jeff, Now it isnt doing it anymore. The day I posted the thread it was, but as WillW mentioned, when I refreshed the ad was gone and I could. The edit function was never impeded. So no worries. Thanks.
