The difference in rotating mass will make a significant difference at the track. That'* why the track hounds get the lightest steel or aluminum wheels they can for their slicks.
Larger wheels also negatively impact braking.

Go with a 3.5" pulley to start with. With a PCM and intake and some mild exhaust work you can go down to a 3.4 and with headers, cam, intercooler, etc... you can work you way down from there.
