Where is the hub :?:

You don't install it with the actual pulley on

i dont understand what would be stablizing it this way? but without the pulley???

You have to use the backing plate to push it on. You need that to square it up and to stop the SC shaft from rotating while you push on the hub.
And you definitely don't use the pulley
Push it on so it is flush with the end of the shaft.

....and don't forget to thread the small setscrew into the shaft vent hole to center it up.

YES. Assuming you have threaded the small screw into both the puller threaded rod and the SC shaft to center things.
