The rod is pulling could it still be bad internally?

It may only pull part way.

With the engine idling, spray carb cleaner around it. Does the idle change?

Try that at idle everywhere around the SC and all the vacuum lines. You'll find the culprit.

There doesn’t seem to be any leaks. Would this most likely be the gasket?

When the car is idling, is the "foot" of the BCA rod straight up and down? If you momentarily pull the top vacuum line off (very momentarily, as it will rev) does it go all the way down?

Well, your BCA seems fine. What does your boost gauge do if you pull the vacuum line off the MAP. Go to 0?

Yes the boost gauge goes to zero.

Sounds to me like a Boost Control Solenoid.
