Default Turn signals not blinking???

So ive had this problem for a while. First it started off with them blinking off beat and unsteady. Then it went back to just a solid turn signal. Then nothing worked at all. And now its just a solid light. Ive replaced the relay or blinker fuse above the pedals(the cylinder shaped relay). I know its not the arm. Usually i dont worry about things like this but a state trooper pulled me over and told me to get them checked.

Check for voltage at the blinker relay when the turn lever is moved. Could also be a short.

A quick and easy tool to help isolate turn signal problems is to test your hazard lights. If the hazards work you can eliminate a handful of possible problems, and if they also fail it may help tell you were to focus your troubleshooting.
