--Resolved-- Turn signals look like they're about to die
The clip is to connect it to a piece of metal that will allow the sound of the turn signal to be heard. Without putting it back you won't hear the clicking and remember to turn it off. Of course there'* also the flashing light and the chime after 1/2 mile or something like that with the turn signal on to remind you.
It was strange not to hear the click when I couldn't get my 93'* back into the clip on holder up behind the speedometer.

Well, this may be true for your Buick, but it clicks fine without mounting it back in that @#$%^ clip in my Merry Old Oldsmobile.

My signals go too slow too. Not as slow as yours might've, but slow enough to distinguish them from the others. I don'e even wanna bother replacing the flasher, i like the slow blinking, old style!!!
My blinkers were slowing down to the point of almost stopping if I had too much electrical stuff going. I just swapped the TS flasher with the Emergy Flasher. Now, the turns signals maintain a steady speed no matter what, my voltage gauge has quit dropping at stop lights (coincedence?), but my emergency flasher go mach 7!!
I'll fix that eventually, but I hope I don't need 'em.
The main reason I chimed in is because there'* the potential to fix two problems here. The slow TS'* and maybe the voltage drop while using them.

PS - Every parts search I have done shows it as a 552 or a xx12 for both flasher units
