if this does not produce good results you may want to do a 'bong' test in you BCM(Body Control Module)

Everything is working now. I checked the driver'* side ground buss and it was clean as a whistle, so I double-checked the fuses (under hood and dash) and, lo-and-behold, it was just a blown fuse that was keeping the new switch from working as it should.

The switch from the 99 Bonneville w/ Twilight Sentinel swapped in perfectly with my 95 Bonneville w/o Twilight Sentinel. Just had to match the wire locations from the old connector.

Isn't that just annoying when you go threw everything only to find it'* something simple? I've done that myself.
