Default Fuel guage problem

I've done a few searches first to avoid posting needlessly.
My '96 Olds LS has always had a flakey fuel gauge, sometimes not reading the right level, but it seemed I could always trust the low fuel light.
Lately it'* gotten worse, and usually reads empty with the low fuel light on, but as I drive it slowly goes up and the light goes off. Yesterday a friend put in a 2.2kohm resistor like the bulletin said, but that made no difference.
So what'* next?
