Default Fog light adjustment

I've got a 97 SSEi [95 bumper] and I'm trying to adjust the aim of my fog lights. Is there an adjustment? There is a plastic wing nut on the bracket that seems like it would be an adjustment but it just spins. Any ideas

its supposed to turn and adjust the up and down, but if its just spinning then it might be too rusted, one of my fogs did that before i converted to driving lgihts

yes the wing nut is for the adjustment. My guess is that it is rusted tight. I tried to remove it when i put on my driving lights and it snapped in half. your best bet is to get a replacement bolt and a nut.
