fluctuating voltage

fluctuating voltage
Hey guys,
Whenever I first start my 89 Bonneville SE up in the morning, itll run fine but the voltage will bounce up and down all over the place. Itll continue to do this until its running for a bit, then does it again sometimes when I go through puddles.
Another problem is on the left side of the dash, sometimes when I start the car up the headlight and taillight lights will be on. I turn the lights off, there goes the headlight light, then if I turn the high beams on, there goes the taillight light.
Anybody have any ideas?
