where is it and what fuse number is it?

I don't know what number it is but it'* under the maxi-fuse panel box...and I believe it'* under the passenger side fuse cover in there, and labeld ELC.

do you have a drop down fuse block above the driver foot well on your 94??

my ELC fuse is there

Fuse 12 (20 amp) in I/P fuse panel supplies power to the ELC relay, ELC compressor and inflator timer relay.

Fuse 17 (25 amp) in I/P fuse panel supplies power to the heigh sensor

Correct. Either of these two fuses can prevent the ELC from working.
